Spectrum Retirement Communities has received approval for a proposed 89-unit assisted living facility in Highland Park. The Highland Park plan commission members voted on motions to move the process forward, despite complaints that the neighborhood would be disrupted by noise, traffic, and an obstructed view of a golf course.

A second motion would grant a conditional-use permit to allow a three-story assisted living facility at the site.

The city council is expected to act on the commission findings on Feb. 24, with a development agreement likely in March. There will be 89 units, with 14 for memory care, for seniors with Alzheimer's and other forms of dementia.

Construction is not expected on the facility until the spring of 2015.

Plans will specify off-site parking and encourage use of low-emission shuttle buses for holiday visitations and other busy visitation days at the facility as well as bike racks installed in the on-site parking areas.
